The Federal Excess Property Program (FEPP) is administered in Kansas
by the Kansas Forest Service (KFS). KFS obtains excess federal
property, generally military vehicles such as all wheel drive
1¼ Ton, 2½
Ton, and 5 Ton trucks and fire equipment, and turns around to loan
them to fire
departments. The property remains under federal ownership. When no
longer needed, a fire department returns the equipment to KFS. It is
then sold at auction by the federal government. FEPP also provides salvaged parts to help fire departments reduce
maintenance costs on excess vehicles. Additionally, the program has
access to new replacement parts at a greatly reduced cost.
Before a truck is
issued, it is inspected by the Fire Equipment Shop. Hard tops,
batteries, windows and seats are installed if necessary. Any other
known mechanical defects are also repaired. Upon issue, the fire
department is responsible to equip, house and maintain the equipment.
It may be used for fire control and support only.
For the past several years, demand for vehicles, especially 4x4
trucks, far exceeds the supply. When a fire district requests a
vehicle and none are available, the request is placed on a "want
list", and is filled when one becomes available.
A physical inventory of all loaned excess property is required every
two years to ensure program guidelines are being followed.
A cooperative agreement
between participating fire departments and the Kansas Forest Service must exist in order to
