Excess Property Program

Kansas Forest Service is proud to support local fire departments with free or low-cost vehicles and other equipment.

Supporting Kansas Fire Departments

Since the 1960s, the Kansas Forest Service has refurbished excess vehicles and other equipment from the military and other government agencies through the Federal Excess Personal Property (FEPP) program. Since September 11, 2001, this program expanded to obtain additional equipment through the Firefighter Property (FFP) program. Both program are administered by the Kansas Forest Service on behalf of the USDA Forest Service, with specific federal requirements. While there is a small fee associated with vehicles in these two programs, most items are free to Kansas fire departments. Some items remain the property of the US Government, but can be used by the fire department as long as needed.

Excess property programs support Kansas fire departments.

 

The Kansas Forest Service also adiministers the Equipment Donation Program (EDP) in which fire departments with surplus equipment can donate it to other departments. The Kansas Forest Service checks and warehouses the equipment, before giving it to Kansas fire departments at no cost. There are no inventory requirements once the property is donated, and Kansas law provides civil immunity to any department that donates equipment through this program. Each of these programs has different requirements for both the Kansas Forest Service and receiving departments.

LCFD5 is pleased to announce that we received a UTV through the Kansas Forest Service Federal Excess Personal Property program. LCFD5 outfitted it with a 60 gallon tank and high pressure pump. It will enhance our wildfire capabilities when it is muddy or in hard to access areas. We thank the KFS!!!

After we had the truck painted, there was a slight set back in the process due to motor issues, which caused the truck to become non-operational. After discussions with the Kansas Forest Service, we have been allocated a different LMTV and will be returning the first one to the Forest Service.
